<br />001368 <br /> <br />7) The President of the United States, in recom- <br /> <br /> <br />mending to Congress the inclusion of certain rivers and <br /> <br /> <br />river segments in the Wild and Scenic River system, specifi- <br /> <br /> <br />cally did not recommend item 30 (88 Stat. 2094), the Big <br /> <br /> <br />Thompson River segment within Rocky Mountain National Park, <br /> <br /> <br />because such protection (Wild and Scenic River) was not <br /> <br /> <br />needed, as the segment was already administered by the <br /> <br /> <br />National Park Service. The identical situation is here <br /> <br /> <br />involved as to the Yampa River segment within Dinosaur <br /> <br /> <br />National Monument, and a similar situation obtains with <br /> <br /> <br />regard to the Brown's Park National Refuge. <br /> <br /> <br />In summation, adequate information is readily available <br /> <br /> <br />to NPS to fairly and comprehensively assess the benefits and <br /> <br /> <br />detriments of wild river designation, to, in the words of <br /> <br /> <br />the Act, report on" . the reasonably foreseeable potential <br /> <br /> <br />uses of the land and water which would be enhanced, foreclosed, <br /> <br /> <br />or curtailed if the area were included in the national wild <br /> <br />and scenic rivers system <br /> <br />" <br /> <br />(Emphasis supplied). It <br /> <br />simply does not suffice to refer to Secretarial discretion <br /> <br /> <br />in that connec.tion, especially ,'Ihen the Secretary has already <br /> <br /> <br />(January 14, 1976) so clearly expressed himself on that <br /> <br /> <br />issue. <br /> <br />The River District will furnish, on request, such <br /> <br />-11- <br />
