Construction of only Stages 1-2 and 3 would be within the indexed cost <br /> <br />ceiling, and would have a benefit-cost ratio of almost unity (0.99-1). <br /> <br />3. Construction of the entire project division (Stages 1-2 through 5) would <br /> <br />exceed the indexed cost ceiling by about $15.3 million, and would have a <br /> <br />benefit-cost ratio of 1.02-1. <br /> <br />The gist of this DPR analysis is that about two-thirds of the project division <br /> <br />(through Stage 3) could be constructed within funding and economic constraints <br /> <br />of the 1972 authorization, and would serve the majority of the project division <br /> <br /> <br />purposes. Recommendations in the November 1979 DPR were .that realizing thel <br /> <br />staged nature and the inherent, preconstruction design inaccuracies of a ground <br /> <br />water salvage project, construction of the Closed Basin could be started, and <br /> <br />that a reevaluation could be done after bids and more data were received during <br /> <br />the construction of Stage 1-2, <br /> <br />The November 1979 DPR furthe~ <br /> <br />recommended that if additional funds for constructing the entire project divi- <br /> <br />sion were then estimated to be required (i.e., after the reevaluation), the <br /> <br />additional funding would be requested from Congress. In any event, consent from <br /> <br />two Colorado State agencies is required before proceeding from one stage to the <br /> <br />next, and southern stages are functional without northern stages. As mentioned <br /> <br />previous l~, this DPR approach was not accepted, and the :Departmental position is <br />I <br />I <br />that full reauthorization will be required before constrbction is started. For <br />I ' <br />the remainder of fiscal year 1980, Water and Power is proceeding with ongoing <br /> <br />I , I <br />design data collection, but will stop short of work assigned to a category of <br /> <br />I <br />. irreversible, construction-start expenditures.
