<br />. <br /> <br />~ <br />ne('~~ <br /> <br />. <br /> <br />. <br /> <br />, <br /> <br />To conclude, the Agreement in Principle is a keystone to the <br />settlement of long standing Winters Rights doctrine claims of the <br />two Ute Indian Tribes and sets the stage for a development of a <br />reduced cost Animas La Plata Project. Notwithstanding the 1968 <br />commitment to construct the Animas La Plata Project with federal <br />dollars, the states and the Tribes and other participating <br />entitites have developed a cost sharing/financing proposal which <br />provides for an assumption of approximately 38% of the cost by <br />non-federal parties. Under these circumstances and in light of <br />the national commitment to both the Ute Indians and to the Upper <br />Basin water users, the signatories to the Agreement in Principle <br />request the United States to move promptly to ratify the terms of <br />the Agreement in Principle. Prompt ratification by the United <br />Sttes will permit 19th century treaty commitments to the Ute <br />Indians and the 1968 Congressional commitment to Colorado and New <br />Mexico to be faithfully honored. <br /> <br />3 <br />
