Scenarios provide a means to define the
character of the CROSS; the functional specifications for the data and models,
and the nature of user interaction. A scenario is cast in the context of a
user accomplishing their job in addressing a particular water management
problem.

The pro-forma outline of a scenario is follows. The Background section
describes the context of the problem and the general intent of the CROSS
procedure per the water management issue. The Problem State~nt/Objective is a
clear statement of the problem, expressed as a question. The Scenario
description begins with a step-by-step Overview of Proble~ Solving Procedure
accompanied by a summary of information outputs from each step leading to the
next step. The decision variables are identified. Description of Information
Development Actions includes details of CROSS actions for data review, model
setup and application, and results generation - from a procedural point-of-
view. Each action is accompanied by a review of Utilities/Models to be used,
Information Displays to be obtained, and Data to be used/generated.

Scenarios have been suggested
for the following water management
problems :

4.

CROSS SCENARIO DEFINITION

1.

Background

Problem Statement
+ Question
+ Decision to be made
+ Agency context and
decision makers
+ Disciplinary inputs

A.
