<br />~D1~'8 <br /> <br />. <br /> <br />Reclamation Accomplishments <br /> <br />Wildlife - Does the Reclamation program adequately address fish and wildlife/wetland issues? <br /> <br />Most comments, including FWS and EPA, stated that Reclamation's habitat <br />replacement program was adequate or better, A fair number of commentors thought it <br />was over zealous, Both FWS and EPA would like to see improvements in the USDA <br />habitat replacement program, potentially through changes in legislation or Reclamation <br />"underwriting" of the USDA program, <br /> <br />.e <br /> <br />Federal Funding - Recognizing a continuing federal interest in the salinity problem, the 1984 <br />amendment to the Salinity Control Act set non-federal cost sharing at 30 percent. Is this still <br />appropriate? Should Reclamation continue to seek funds to implement the remainder of its <br />program; including consideration of requesting an increased ceiling or a modification to the <br />statue that would allow for direct appropriations without a ceiling? What would happen <br />without federal assistance? <br /> <br />Most !ommentors believe that the existing 30 percent repayment collected through a <br />surcharge on power revenues is still appropriate, They do not recommend changing <br />this formula, Many commentors explained the congressional history for the cost <br />sharing formula (based on federal land ownership and interstate trust), It has been <br />recommended that the Lower Basin cost share be paid "upfront" to help finance the <br />program. <br /> <br />~~"f'!.: <br /> <br />. <br /> <br />28 <br />
