These cities have been designated as eligible <br />for assistance under Title I of the Public Works and Economic Development <br />Act on the basis of unemployment. <br /> <br />Environmental Impact <br /> <br />a. Construction of Soap Park Reservoir (Millie Goodwin Lake) will <br />create aesthetic improvements on the landscape by access roads, dam con- <br />struction, and increased human activity that will affect the experience <br />of those persons using the ,lest Elk Wilderness. Th,e Wilderness is adja- <br />cent to the proposed reservoir development. <br /> <br />b. Water quality of Soap Creek viII be enhanced and m~n~mum flows <br />will be maintained which may lead to establishing a Kokanae Salmon run <br />from Blue Mesa Lake. <br /> <br />c. The establishment of a minimum pool in Gould Reservoir where <br />one presently does not exist will establish a year-round fishery in that <br />reservoir. <br /> <br />1 <br /> <br />..:' <br />
