Existing and <br /> <br />future development will require full utilization <br /> <br />of available water. It is important, therefore, <br /> <br />in keeping with our state policy of maximum <br /> <br />utilization of water for beneficial uses, that <br /> <br />in the implementation of the Colorado River <br /> <br />salinity standard we do not encourage wasteful <br /> <br />treatment methods or unnecessary consumption <br /> <br />of water. <br /> <br />(d) We would like to point out that the Federal Treaty <br /> <br />with Mexico imposes a unique burden for control of <br /> <br />quality on users of the Colorado River. Individual <br /> <br />water users, whether they be large industrial cor- <br /> <br />porations or individual farmers cannot be expected <br /> <br />to assume the obligations entered into on behalf <br /> <br />of the entire nation by the federal government. <br /> <br />In this regard there should be a clear recognition <br /> <br />of federal responsibility for salinity control. <br /> <br />Consistent with the above comments, Occidental suggests that <br /> <br />Regulation 3.9.5, IMPLEMENTATION, be amended to read as follows: <br /> <br />The proposed plan of implementation is being <br />considered separately for possible policy <br />approval by the Water Quality Control Com- <br />mission. The water quality standard for <br />salinity will be implemented primarily through <br />the cooperative efforts of the federal govern- <br />ment and the seven member states of the Colorado <br />River Basin Salinity Control Forum.
