2. The Eresident be requested to issue an executive ora~r
that does all of the following:

a. directs the Secretarv of the Interior to
establish a process for resolving
conflicts between intra-departmental
interests,

b. delineates the roles of the Secretary of the
Interior, the Department of Justice and the
Office and Management and Budget with respect
to the negotiation of Indian reserved water
rights,

c. Establishes a framework for maintaining trained
negotiating teams with authority to speak for and
commit the Executive branch of government,

d. Establishes the policy of and the guidelines for
federal participation, and

e. Establishes gUidelines governing the Office of
Management and Budget's review of negotiated-
settlements;

BE IT FURTHER RESOLVED that the staff of the Conference of
Western Attorneys General is directed to transmit this resolution
to the President of the United States, the President of the
United States Senate, and the Speaker of the United States House
of Representatives.
