<br />InSCOl~S III <br /> <br />liisconsin r.as a legislatively authorized rivers protection program. It was <br />the first state to establish such a program, doing so in 1965. <br /> <br />Tlrree rivers are included in the syste@, for a total of 91 miles, These <br />rivers, however, all were included in the original legislation; none have been <br />added since 1965. All of these rivers are classified as Wild Rivers. <br /> <br />~ <br /> <br />Although Ilisconsin has not designated any additional streams, tee state ras <br />a variey of other programs providing some, and often complete, protectio~ to <br />certain rivers. An example of such action is the statutory proribiting of dams <br />in the Brule River (since t[,e early 1900' s) and on the liolf River north of the <br />southern boundary of Sr~wano County. The Brule and the best canoeing on the <br />Flambeau River are in the state forests. State ownership of tee frontage is <br />part of the objective on all of tr.ese. On the federally designated St. Croix <br />river, Ilisconsin and liinnesota administer the lower twenty-six ",iles. <br /> <br />" <br /> <br />Managenent of tr.e system is the responsibility of the Department of 1.latural <br />Resources. The Department is required to control land uSe on lands adjacent to <br />those owned by or under the control of tee Department. On privately owned <br />lands, the Depart@ent may make land use recommendations. The protection zone for <br />designated rivers is 400 feet from the shoreline or to the visual horizon, <br />whic hever is grea ter, <br /> <br />The construction of dams on designated rivers is prohibited, as are <br />establishement of bulkhead lines and channel alterations. <br /> <br />llisconsin also ras a floodplain r.mnagement ordinance and a shoreland <br />management ordinance that apply to all waters - both streams and lakes - in the <br />state. Presently, the Department is working with local governments to <br />strengteen shoreland zoning ordinances on the Black River, <br /> <br />NATIOnAL RIVERS <br /> <br />The Lower St.Croix was added to the llational lVild and Scenic Rivers System <br />in 1976.
