<br />o G~ '1 72 <br /> <br />VIRGU:rA <br /> <br />Virginia's river program \las legislatively authorized by the Scenic Rivers <br />Act, which was adopted in 1970. <br /> <br />., <br /> <br />Responsibility for studying and recommending rivers for designation by the <br />General Assembly is assigned to the Co~mission of Cutdoor Recreetion, Once a <br />stream is designated, the General Assembly appoints an administering agency and <br />the Governor appoints an advisory committee of area residents to provide local <br />input on matters relating to protections and managerr.ent of the river, <br /> <br />.' <br /> <br />The act expressly prohibits the construction of dams or other impediments <br />to the natural flow on rivers in the System.
