These <br />streams must be free-flowina, with primitive shorelines and scenic visitas. <br />"vlaters shall not be lXllluted beyond feasible correction... The area IlEY provide <br />a hiah quality fish or wildlife habitat, containing one or more unicue or rare <br />species for sport or observation." (KRS 146,230) <br /> <br />The Statewide Management Plan for the proqram outlines reco~endation for <br />broadening the classification system to include scenic and reecreational <br />cateaories. <br /> <br />The Kentucky Secretary for };atural Resources and Environmental Protection <br />is responsible for determininq the corridor boundaries, The coundaries must <br />include"., ,at least the visual horizon from the stream, but not rrore than 2, SOO <br />feet from the center of the stream. The boundary shi'lll further include access <br />PJints, at the upstream and doWT'strearr boundary of the areas." (KRS 145.250) <br /> <br />~he Secretary is authorized to administer the system and to accuire lands <br />by ".. .purchase, exercise of the richt of e.minent oomain, arant, qift, devise or <br />othen/ise, the fee simPle to, a scenic easement on, or any acceptable lesser <br />interest in any IMOS..," within the ooundaries of a desiqnated stream area. <br /> <br />The law prohibits buildinq of new roads or buildinas, utility lines, <br />pipelines, minina, and instream modification, Access must be by non-mechanical <br />mcdes of transportation. A vlild Rivers Advisory Co~ittee has been establish~ <br />to assist in auiding the proaram at the state level, consisting of <br />representatives from various state agencies. <br /> <br />NATICNAL RIVERS <br /> <br />The Red River was recommended for study for possible inclusion in the National <br />wild and Scenic Rivers System. <br /> <br />CCNTAcr: I^r.
