Morrison, <br /> <br />SUBJECT: 50 State Report on River Programs <br /> <br />Two years ago we prepared and circulated a draft report which, essentially, <br />was a "catalog" summarizing the river programs in each state, Most of the State <br />river program managers provided comments on that draft. We incorporated your <br />comments and more recently put the revised text on our word processor to allow <br />for updating more conveniently, <br /> <br />Copies of the original draft were used in various states in support of <br />pending legislation for establishment of State river programs. The material also <br />has been used by the American Rivers Conservation Council in their lobbying work <br />for river conservation and in their information and technical assistance programs. <br />We distributed quite a few copies at ARCC's annual meetings. <br /> <br />It would be very useful to update this report again and I am requesting <br />your help with this, This is particularly timely in view of the recent intro- <br />duction of federal legislation, by Senator Durenberger, to aid the development <br />and administration of State river programs.* The report on the 50 State programs <br />is still the only one available which provides such information. With your <br />help on the updating we can have it printed in time for distribution to Congressmen <br />when public hearings are held on the legislation, <br /> <br />Briefly, I'll appreciate it if you will review the description for your <br />state and revise it, sticking with the narrative format, with particular attention <br />to the following points. <br /> <br />1. Identify the nature of the specific legal authorization for your <br />state river program (i.e" comprehensive legislation, legislation <br />for one or two individual rivers only, Governor's executive order, etc.). <br /> <br />2. Describe the elements of the program (i.e., eligibility criteria, <br />study process, designation mechanism, management plans, state/local <br />regulations, local government role, acquisition program, etc.) as <br />expressed in the specific legal authority for the program, <br />
