Recommendations <br /> <br />I recommend that your approach to this meeting be as <br />follows: <br /> <br />(1) If possible, explore with Watt whether or not he may <br />simply want out of this controversy. <br /> <br />(2) Seek explicit recognition from Watt that Congress will <br />have the final say on any new policies since these <br />must, for the most part, be reflected by changes in <br />statutory law. <br /> <br />(3) If there are to be further discussions with Watt, get <br />him to commit to several basic principles upon which <br />further discussions will be premised: <br /> <br />(a) New pOlicies must be flexible enough to address <br />variations in the financial resources of different <br />states and to equitably accommodate historical <br />commitments to basinwide development plans, <br /> <br />(b) New policies must address how substitute sources <br />of financing can in fact be provided, <br /> <br />. <br /> <br />(c) New policies must address the sharing of project <br />and project-related revenues. <br /> <br />(4) Seek agreement on a general process for further <br />discussions which will include direct involvement of <br />Congress. <br /> <br />(5) Make it clear to the other governors and to Watt that <br />Colorado will not, by virtue of participating in any <br />such process, forego any opportunities to work toward <br />construction starts on our two projects with either <br />Congress or the Administration. <br /> <br />gl <br /> <br />. <br /> <br />MEMORANDUM <br /> <br />-4- <br /> <br />3/28/83 <br />
