Lamm <br /> <br />FROM: Chips Barry <br />DATE: March 28, 1983 <br /> <br />SUBJECT: March 31, 1983, Meeting with Secretary Watt <br />Concerning Water Project Financing <br /> <br />Introduction <br /> <br />This meeting was requested by four WESTPO governors, <br />including yourself, in a March 2 letter to Secretary Watt (tab <br />A) . <br /> <br />Background <br /> <br />. <br /> <br />Background information on water project financing issues and <br />Colorado's position thereon was provided in my February 22 <br />memorandum to you (tab E). I have supplemented the February 22 <br />memo with updated items on the most recent activities of the <br />Western States Water Council (tab C) and the current status of <br />negotiations on the Narrows and Animas-La Plata projects (tab D). <br /> <br />Setting for the Meeting with Secretary Watt <br /> <br />This meeting occurs against a backdrop of several key <br />considerations: <br /> <br />(1) <br /> <br />Watt's January request for comments from the governors <br />would seem to indicate that the Administration still <br />expects to announce a formal policy on non-federal <br />financing requirements. on the other hand, all intel- <br />ligence which we get from various sources suggests that <br />the Administration has no intention of proceeding and <br />just hopes the issue will go away. <br /> <br />Congress (especially the House leadership) has made it <br />clear that it alone will decide whether new require- <br />ments for non-federal financing will be imposed. <br /> <br />(2) <br /> <br />. <br /> <br />;:' <br /> <br />222 <br />m/rl/cb <br />
