Because <br />the original appeal issues were quite conplex, and MacCleery's decision equally <br />detailed and complex, it has taken some time to determine an appropriate <br />approach to respond effectively. The Chief of the Forest Service has approved <br />my Action Plan to resolve the appeal remand issues. Accordingly, I feel it is <br />appropriate to proceed now to resolve the appeal issues. <br /> <br />I believe this process will take four to six nonths, at which time a revised <br />Record of Decision will be issued for the San Juan National Forest, replacing <br />the one issued with the Final EIS on Septent>er 29, 1983. Please understand that <br />this time frame is an estimate only- IIIOre or less time may actually be neErled. <br />As an individual or representative of a group interested in forest planning, you <br />will be advised periodically of our progress. In addition, I may find i.t <br />helpful to contact you for input at certain key points in the process. <br /> <br />If you have not yet read MacCleery's decision on the appeal, you may want to <br />read the enclosed copy. Also enclosed is a copy of our Action Plan to respond <br />to the decision. Although these are somewhat detailed in reference to planning <br />processes, I think you should have the opportunity to be aware of our plans with <br />respect to the Secretary's decision to these inportant forest planning issues. <br />If you have any questions or comments feel free to call Jim Furnish of my staff <br />at (303) 247-4874, since he will have the primary responsibility for doing the <br />work outlined in the Action Plan. <br /> <br />}-lQ.tJOJ/( <br /> <br />JOHN R.
