<br />\ <br />, <br /> <br />'000213 <br /> <br />.1 <br /> <br />-2- <br /> <br />To accomplish a consumptive use of 289b400 acre feet from the San Juan there <br /> <br />must be diverted approximately 650,000 acre feet of water out of the Blanco <br /> <br />supply. It should; be emphasized here that this potential demand is required <br /> <br />largely for Indian lands, for which rights prior to all others on the stream <br /> <br />are claimed. <br /> <br />This 650,000 acre feet together with the 59l,OOO acre feet of potential <br /> <br />consumption above Blanco puts a total demand of l,241,ooo acre feet on the <br />Blanco supply, which is in excess of the 1931-l940 average flow at that point <br />by 242,500 acre feet. To fully control this ten-year average flow, 998,,500 acre <br />feet, substantial regulation in the vicinity of Blanco will be necessary. <br />There is: a possibility that enough storage can be constructed to control that <br /> <br />amount plus some additional surpluses from years prior to the lO year period. <br /> <br />Even with this regulation, the potential demand will exceed the Blanco flow by <br /> <br />approximately 200,000 A.F. <br /> <br />This analysis suggests that the proposed trans-mountain projects above <br /> <br />Blanco, (exclusive of the authorized Weminuche Pass diversion), are in direct <br /> <br />competition vdth New Mexico potentials. Keeping in mind the various factors <br /> <br />above discussed, New Mexico ma~es the following proposal. <br /> <br />a. For the purposes of computation, use the potentials listed in the <br /> <br />Riter memorandum with the following modifications: <br /> <br />l. Reduce Colorado potential uses above Blanco <br />by l38,ooO acre feet. <br /> <br />2. Add to the Colorado and New Mexico lists: 30,000 <br />and 20,000 acre feet of pasture irrigation res~ <br />pecti vely. <br /> <br />3. Add municipal and small enterprise allowances <br />as developed in the June l7th discussion to <br />each states potential uses. <br /> <br />b. Use the ratios thus computed as the basis for the division of poten- <br /> <br />tial depletions available to Colorado and New Mexico above Bluf~. <br />
