10.3.5. Prepare a draft memorandum describing the results of this subtask. The.
memorandum is expected to contain approximately 5 - 10 pages of text.

10.3.6. Incorporate State comments into a final memorandum.

10.4. Review Other Methods Other techniques besides regression or stochastic approaches will-
be reviewed. This would include the following: . .

10.4.1. Identify and describe other data extension approaches which may meet the needs of
CRDSS. This may include tree ring studies, but the focus should be on practical
rather than a theoretical or research efforts. Other approaches might include coupling
regression relationships with stochastic components to account for regression
residuals.

10.4.2. Prepare a draft memorandum describing the results ofthis subtask. The
memorandum is expected to contain approximately 3 - 5 pages of text.

10.4.3. Incorporate State comments into a final memorandum.

10.5. Prepare Scope of Work for Implementation Activities to be performed in this subtask
include:

10.5.1. Prepare a comparison matrix of all methods of data extension examined in subtasks
12.2,12.3, and 12.4. Advantages and disadvantages of each method will be included.
Test case comparisons will be performed to provide concrete examples and results to
facilitate the decision making process. These comparisons will be limited to a few
select locations and limited in the time span of data extension. In cooperation with
the State, recommend a data extension approach for the CRDSS Water Resource
Planning Model.

10.5.2. Revise Task 13, Task 14, the schedule and cost estimate of this Scope of Work based
on the information developed in previous. Included in this revision will be the
recommended method for data extension (regression, stochastic, or other methods)
and the recommended structure for interfacing with CRDSS. Two possible
alternative methods for interfacing with CRDSS are: (I) Utilize a separate model off-
line from CRDSS that would generate sequences of data that would be entered into
CRDSS similar to a historic data set. (2) Incorporate the model into CRDSS and
allow for generation of extended data sets within the model.

10.5.3. Incorporate State comments to final scope, schedule, and budget.

Deliverables:
I. Draft and final Data Extension Needs and Evaluation memorandum.
2. Draft and final Extension of Historic Data memorandum.
3. Draft and final Development of Stochastic Data memorandum.

C:\w\crdss\scope\boy I11b\crdss3 .doc

() 3.~~7 - Page 15
