13

With the installation of the facilities recommended herein

these practices should be eliminated. As operators become c?gnizant

of the cost of water wasted, steps or methods may be adopted which

will go far to,vard alleviating misuses of water.

As this is an isolated section ,vith poor highway facilities

and no rail service, and, because of the physical limitations im-

posed by the high altitude, short grovdng season, and a rugged and

broken terrain over most of the area, the possibility of utilizing

the area more ,intensively appears to be remote. Under such condi-

tions, the crops grown and the present method of their utilization

or disposal appears to be the most efficient for the area. The

realignment and rehabilitation of present irrigation structures, and

j
--
-~

pqssibly some additional development of the available water supplies

for the production of additional seed and forage crops, appear to
be the b~st means of utilizing the resources of the area to their
I

greatest extent, and of making a contribution to the war effort by

stabilizing and increasing livestock production.

0819

'.
