<br /> <br />13 <br /> <br />With the installation of the facilities recommended herein <br /> <br />these practices should be eliminated. As operators become c?gnizant <br /> <br /> <br />of the cost of water wasted, steps or methods may be adopted which <br /> <br />will go far to,vard alleviating misuses of water. <br /> <br />As this is an isolated section ,vith poor highway facilities <br /> <br />and no rail service, and, because of the physical limitations im- <br /> <br />posed by the high altitude, short grovdng season, and a rugged and <br /> <br />broken terrain over most of the area, the possibility of utilizing <br /> <br />the area more ,intensively appears to be remote. Under such condi- <br /> <br />tions, the crops grown and the present method of their utilization <br /> <br />or disposal appears to be the most efficient for the area. The <br /> <br />realignment and rehabilitation of present irrigation structures, and <br /> <br />j <br />-- <br />-~ <br /> <br />pqssibly some additional development of the available water supplies <br /> <br />for the production of additional seed and forage crops, appear to <br />be the b~st means of utilizing the resources of the area to their <br />I <br /> <br />greatest extent, and of making a contribution to the war effort by <br /> <br />stabilizing and increasing livestock production. <br /> <br />0819 <br /> <br /> <br />'. <br /> <br />
