<br />4152 <br /> <br />users, and endangered fish is difficult in water short areas, and <br />few basins in the west have surplus water. If efforts to provide <br />tribes with usable water are to be successful, and if the Colo- <br />rado experience is any indication, the settlement of reserved <br />rights claims will require substantially more than agreeing on a <br />quantity of water. A complete settlement will require resolution <br />of numerous legal, social, pOlitical, and institutional problems. <br />Indian water rights, like other water rights, are subject to the <br />changing climate of western water law, a climate which makes new <br />uses difficult. Despite these problems, the benefits of settle- <br />ment will still outweigh the costs of litigation. <br /> <br />-18- <br />
