I am the supervisor of the <br /> <br />environmental and water quality section of the Colorado Water <br /> <br />Conservation Board staff. <br /> <br />The essence of the Water Conservation Board staff <br /> <br />comments is (1.) the U. S. Forest Service should not classify <br /> <br />the Beaver Creek area as a winter sports site and should not issue <br /> <br />permits for the Beaver Creek ski development because they have not <br /> <br />prepared an adequate environmental impact statement as required <br /> <br />by the National Environmental Policy Act and (2) before permits <br /> <br />are issued to the developers, the U. S. Forest Service should <br /> <br />obtain agreements from them not to deplete any streams that are <br /> <br />utilized in the development below the minimum flows determined <br /> <br />cooperatively by the Division of Wildlife and the Water Conserva- <br /> <br />tion Board. <br /> <br />Our staff feels that the Meadow Mountain environmental <br /> <br />impact statement prepared by the U. S. Forest Service is inadequate <br /> <br />because it fails to provide sufficient information concerning the <br /> <br />water supply and waste water plans for the proposed development. <br />
