Thornton approved SB 22, HE 65,SB 9. and HE 74. <br />He vetoed HE 46. <br />The vetoed bill would have exempted from state taxes the sums <br />received from coal miners' pensions.- The reason, he said, was that <br />it would have sh~wn special preference for one cl~ss of pension <br />receivers. <br />SB 9 was the anticiTJation warrants bill for the state homes for <br />the aged. Much s9p.culation had been made as to whether Gov. <br />Thornton would sj,.<'O it. <br />As now env::'3:ged, 0. "pilot" test home Vlould be established at <br />Trinidad, and if ~his proved succesful. other homes would be estab- <br />lished in oth~r areas of the state. '..,ell as current levies for the Fort Lewis institution; the <br />S~n Juan Basin area was strongly in favor of the move. <br />HB 65 inoreases the motor vehicle operator's license fee from <br />!,J;l for three years to ~2 for three years and chauffeur's licenses <br />from ~2 for one year to ~5 for three years. <br />Under the old law 75 centu out of the $1 went to counties and <br />25 cents to the department of revenue, while the new law gives 50 <br />cents to counties and $1.50 to the revenue department. <br />Counties are strongly op~osed to the decrease in revenue, Gov. <br />Thornton said. and he is in favor of legislation next assembly that <br />would split the fee between state and cOID1ties. <br /> <br /> <br />-----------... <br /> <br />The eighth supplemente,l budget :l.n t'1e 18-month state highway <br />budgetary period enc1.ing JV,ly 1, involving about (~l million for more <br />highway constructi')~, was a pproved by GoV.
