<br />The County Commissioners Association went on record as favorillg the gross
<br />ton tax principle ( on vehicle and load) as propounded in HB 8, 9, 10, and 11. The
<br />Special Committee on Roads and Highways decided the following: 1, that there is
<br />dire need for additional funds to bring the highways of Colorado and the streets
<br />of the towns and cities to reasonable standards; 2, that gross inequalities and
<br />inequities exist in the syst~l of taxation, particularly as it applies to the
<br />large commercial vehicles; and 3, that changes in the administration from the
<br />Public Utilities Commission to the Departmtnt of Revenue should'be nade forthwith
<br />to facilitate the collection'of'highway users taxes. Therefore, resolved, that
<br />the Association endorse HB 8, 9, 10, and 11, subjedt, h01'rever, to proper credit
<br />for non-hiGhway use of film trucl:s, but such credit shall not operate to reduce
<br />the present license fees.

<br />In other actions, the Association has asserted its opposition to HB 45, 48,
<br />and 49 requirinG tho paynent by the counties of ~;2.00 per dieT.! per head for each
<br />person confined in the hotles at llid(;e, Grand Junction, ;;orrison, and Golden.
<br />The Association has in the past passed resolutions in opposition to any
<br />payn'ent beinG !.lade b;r the counties, and, it was s:lid, is unalterably opposed to
<br />these bills.
