.

OU2ill:>

.

.

On February 3. 1962.Governor McNichols called a special

meeting of the Colorado Water Conservation Board to be held in

Alamosa. Colorado, and to serve as a pUblic forum for the people

of the San Luis Valley to state their position on this important

project. The comments were generally unfavorable toward the proj-

ect. However. in reviewing the minutes of the meeting and analyzing

the fears behind the objections to the project, it was the feeling

of the State Board that the fears could be allayed by means of

placing certain restrictions in the authorizing report and in the

authorizing legislation. To that end a letter dated February 6,

1962, directed to the Regional Director, Region 5, U. S. Bureau of

Reclamation, Amarillo, Texas, was drafted. This letter set forth

the views of the San Luis Valley and the Conejos Water Conservancy

District Boards and recommended that the final draft of the feasi-

bility report be amended to "show a development by stages, includ-

in9 scheduling and costs of each stage, and that the feasibility

be completed with the incorporation of the wildlife refuges as de-

tailed by the Fish and Wildlife Service, and with the understanding

that:

1. A plan of operation shall be developed which will

insure that no adverse effects on existing water

uses will occur.

2. No right to demand continuation of importation of

ground water from the Closed Basin to the Rio Grande

-3-
