J) I) {5 3 <br /> <br />. <br /> <br />'3.IJ~ <br />.-v.~. <br />~. <br />,~ <br /> <br />)p~C' <br />,1.J, Jt;iJ- <br />1/-' ;/63 <br /> <br />\ <br /> <br />A REPORT ON THE CURRENT STATUS AND RECENT HISTORY OF THE <br />CLOSED BASIN DIVISIO~ OF THE SAN LUIS VALLEY PROJECT <br /> <br />In January of 1960, the Colorado Water Conservation Board <br /> <br />received copies of a report entitled "PLAN FOR DEVELOPMENT OF CLOSED <br /> <br />BASIN DIVISION, SAN LUIS VALLEY PROJECTM from Region 5 of the <br /> <br />United States Bureau of Reclamation. This report was analyzed by <br /> <br />the staff of the Water Conservation Board and copies of the report <br /> <br />were furnished to the San Luis Valley Water Conservancy District <br /> <br />Board of Directors for their comments. <br /> <br />The Board of Directors of the San Luis Valley Water Con- <br /> <br />servancy District furnished their comments to the Colorado Water <br /> <br />Conservation Board by letter dated December II, 1961. These com- <br /> <br />menta gave tentative approval to the report upon condition that: <br /> <br />(a) the works proposed be constructed and operated by <br /> <br />the United States; <br /> <br />(b) salvage of ground waters be accomplished in such manner <br /> <br />as to preclude adverse effects upon existing irrigation <br /> <br />developments within the Closed Basin. <br /> <br />The comments go on further to state that: <br /> <br />The (District) Board note with approval the conclusion <br /> <br />that, when operated as planned, the project will erase the <br /> <br />accumulated debt of Colorado under the Rio Grande Compact <br /> <br />and prevent the accumulation of future debits of substantial <br /> <br />size of long duration. <br />
