<br />Page Five <br /> <br />. <br /> <br />. <br /> <br />" <br />, <br /> <br />The Colorado River Basin states have continually placed these two concerns <br /> <br />side by side. Their approach is exemplified in the salinity standards <br /> <br />and through the Colorado River Basin Salinity Control Forum in its state- <br /> <br />ment of "Principles and Assumptions for Development of Colorado River <br /> <br />Salinity Standards and Implementation Plan," approved by the Forum on <br /> <br />September 20, 1974. Included in this statement is Principle 7 which <br /> <br />reads: <br /> <br />The plan of implementation shall be reviewed and modified as <br />appropriate from time to time, but at least once each three <br />years. At the same time, the (numeric) standards, as required <br />by Section 303(c) (1) of PL 92-500 shall be reviewed for the <br />purpose of modifying and adopting standards consistent with the <br />plan so that the basin states may continue. to develop their <br />compact-apportioned waters while providing the best practicable <br />water quality in the Colorado River Basin. <br /> <br />See, Exhibit B at 126. These two significant concerns relating to use <br /> <br />of the waters of the Colorado River must continue to be addressed to- <br /> <br />gether. This is appropriately reflected in the Commission's proposed <br /> <br />water quality standard and basinwide approach. <br /> <br />III. THE STANDARD IS ESTABLISHED AT THE CORRECT LEVELS AND LOCATIONS <br /> <br />The salinity problem in the Colorado River is primarily an economic <br /> <br />issue whi~h affects some agricultural and municipal uses in the lower <br /> <br />main stem of the Colorado River Basin. It has been long recognized that <br /> <br />mineral pollution in the Colorado River has no significant detrimental <br /> <br />effect on instream or non-consumptive uses such as hydroelectric power <br /> <br />generation, fish and aquatic life and water-oriented recreation. The <br /> <br />Blue Book, Exhibit E, recognizes that the levels at which crops may be <br /> <br />adversely affected by salinity varies widely according to the type of. <br /> <br />1510 <br /> <br />"', '...... .., ~... .
