THE PROPOSED REGUr.ATION SHOULD DE I\DOP'l'ED <br /> <br />The Department of Health supports the adoption of the proposed water <br /> <br />quality standard for salinity, although some changes in the wording of <br /> <br />the regulation are proposed. This regulation is being considered in com- <br /> <br />pliance with the requirement for a review of water quality standards to <br /> <br />determine whether any modifications are necessary. The proposed regulation <br /> <br />is a restatement of the water quality standard for salinity in the Colorado <br /> <br />River Basin in Colorado as adopted by the Commission and approved by EPA <br /> <br />in 1976. The 1976 approval was composed of a standard and plan of imple- <br /> <br />mentation stated together. The proposed action now would separate the two. <br /> <br />Thus the standard is stated in slightly different form than found in the <br /> <br />1976 app~oval; however, it is not changed in substance. We believe that .it <br /> <br />is appropriate to maintain the same standard as established in 1976 - the <br /> <br />uses are being protected and the levels are being achieved. It is appro- <br /> <br />priate also to separate the standard and plan of implementation and follow <br /> <br />the course established by the Colorado Water Quality Act and Clean Water <br /> <br />Act. Both items and their functions become more illluerstandable and work- <br /> <br />able when separated; <br /> <br />1514 <br /> <br />Like the action taken in 1976, the standard proposed for Colorado is <br /> <br />a narrative standard. This narrative standard is strengthened :y the <br /> <br />numerical limits established at. downstream cheCkpoints.
