The <br />Dolores projett, wtl1 b~'ready for cbnstruction'duringFY 1977. This is <br />a high priority project and construction should be undertaken without <br />further ~el:ay. It: is recommended that construction funds in the amount <br />of not less than $850,000 be sought to initiate the project construction <br />during FY 1977. <br /> <br />It is therefore the recommendation of the board staff that the <br />Governor and the members of Colorado's congressional delegation be <br />requested to support the president's proposed budget as herein set <br />forth, with the addition of not less than $850,000 to initiate con- <br />struction on the Dolores project. <br /> <br />2. Water Resources Planning Grants <br /> <br />In 1965 the Congress enacted the Water Resources Planning Act. <br />The purpose of the act was to provide coordinated planning of water and <br />related land resources through the establishment of a Water Resources <br />Council and through river basin commissions. An additional purpose of <br />the act was to provide financial assistance to states in order to <br />encourage and increase their participation in water resources planning. <br /> <br />Title III of the Water Resources Planning Act provides for the <br />appropriation of funds to the Water Resources Council for grants to <br />states on a matching basis to assist them in developing and participating <br /> <br />Memorandum <br /> <br />-2- <br /> <br />2518 March 5, 1976 <br />
