All compact index stations will be rated by state hydrographers a <br /> <br />minimum of three times monthly and runoff records adjusted accordingly. <br /> <br />IX, The water users of the Rio Grande and Conejos River and their tributaries <br /> <br />are encouraged to utilize either an existing entity such as the Rio Grande <br /> <br />Water Conservation District or another entity to make full use of these oper- <br /> <br />ating criteria to augment the runoff at the Lobatos Gaging Station and to <br /> <br />attempt to remedy injury by junior appropriators so that maximum utilization <br /> <br />can be made of all of the waters available in the San Luis Valley.
