<br />'U21f5 <br /> <br />.' <br /> <br />.' <br /> <br />purposes and for temporary storage of salvaged waters in the lake when <br />circumstances made such action desirable. The connecting channel <br />would have a capacity of 158 c.f.s. <br /> <br />4. An East Side Conveyance Channel. about 11 miles long, <br />would collect the salvaged water from the salvage area lying on the <br />east side of the Main conveyance Channel and south of San Luis Lake <br />and deliver it to the Main conveyance Channel near U. S. Highway 160. <br />The capacity of the channel would increase downstream from 10 c.f.s. <br />to 52 c. f . 5 . <br /> <br />S. Well field laterals to deliver the pumped ground waters <br />to the conveyance channels. These laterals would total about 92 miles <br />~n length and vary in capacity from 0.6 c_f.s. to 20 c.f.s. <br /> <br />6. Highway and railroad crossings, county and farm bridges, <br />surface drain and lateral inlet structures, and other miscellaneous <br />structures, and access and operating roads. <br /> <br />7. Basic recreational facilities would be provided at San <br />Luis Lake, and the }tishak Lakes National Wildlife Refuge would be <br />developed as a project feature. Measures to improve fish habitat in <br />the conveyance channels and aerate the pumped ground waters would be <br />provided in accordance with recommendations of the Bureau of Sport <br />Fisheries and Wildlife and the Colorado Department of Game and Fish. <br /> <br />The plan contemplates use by the Alamosa National Wildlife <br />Refuge of 5,300 acre-feet of salvaged waters annually, with diversion <br />of such water to be provided for as part of development of that refuge. <br />It also provides for nominal use of salvaged waters to provide water <br />supplies for fish hatcheries which are being considered for construc- <br />tion in the Closed Basin. <br /> <br />The plan provides.for stage development of the water sal- <br />vage features to provide assurance to San Luis valley irrigators and <br />interests that pumping of the shallow ground waters does not adversely <br />affect ground-water conditions in the Valley. <br /> <br />The plan contemplates that construction, operation, and <br />maintenance of the water salvage features would be nonreimbursable <br />Federal expenses. Both the States of Colorado and New Mexico have <br />strongly endorsed this position and cite the 1906 Treaty with the <br />united States of Mexico and the Rio Grande Compact of 1929 as author- <br />ity for this position.
