Sparks, Director <br /> <br />FROM: <br /> <br />1. Appointment of Board Members. Pursuant to an Executive <br />Order dated August 11, 1977, Governor Lamm has reappointed Ben Stapleton <br />and John Fetcher to membership on the Colorado Water Conservation Board. <br />Patrick A. Gormley of Grand Junction has been appointed to represent <br />the main Colorado River Basin previously represented by John Benton. <br /> <br />2. Next Board Meeti~. Because of some prior commitments <br />by distinguished persons who w1sh to attend the Dolores project ground <br />breaking ceremonies, we have rescheduled the next board meeting for <br />September 23-24 at Cortez, Colorado. The ground breaking ceremonies <br />for the Dolores project will be held on the morning of Saturday, <br />September 24, 1977. The regular meeting of the board will be held in <br />Cortez on Friday, September 23. <br /> <br />Governor Lamm, Senator Haskell, Congressman Evans and <br />Reclamation Commissioner R. Keith Higginson have all indicated that <br />they will be in attendance for the ground breaking ceremonies. <br /> <br />3. New Ootion Papers. New and additional option papers for <br />the President's proposed new water policy have been published in the <br />Federal Register. The three new papers cover the area of federal <br />reserved rights, water quality and water resources research. Another <br />option paper relating to Indian water rights was prepared but not <br />published. It is our understanding that at the last minute it was <br />decided by the Administration that the matter of Indian water rights is <br />of no concern to the general public. <br /> <br />From recent news releases, we have learned that the President <br />has extended the time for public comment on his proposed water policy. <br />We understand that the new time schedule will be published in the <br />Federal Register shortly. <br /> <br />4. Increased Mileage Allowance. The mileage allowance for <br />the use of private automobiles on state business has been increased <br />from twelve cents per mile to fourteen cents per mile. Future expense <br />vouchers should therefore reflect the new mileage allowance at fourteen <br />cents per mile for the use of private automobiles on state business. <br /> <br />FLS :mm <br /> <br />'toOl <br />
