The differential has been met through March 1992 by interim measures in the u.S. and certain high flow years. In April 1992, the USBR under Title I PL 93-320 began operating the Yuma Desalting plant, envisioned in PL 93-320 as a means for permanent compliance with the salinity differential. The difference in u.S. count and Mexican count is due to the use of different methods of analyses and of computing the total dissolved solids, by each country's laboratory. Yuma Desalting Plant operations began in April 1992 up to 1/3 capacity. . 1/ ~/ 2
