The utility cempanies assured the gevernment that preject needs ceu1d <br />be met. <br /> <br />2. The underlying philesephy ef the American system is that p~ivate secter <br />deve1epment is apt to. be mere efficient than direct gevernment actien. <br />A cheice was seen between the gevernment building its ewn pewer system <br />versus acquiring the necessary power from the private sector. Under <br />the American system, there is a strong bias in favor of the private <br />sector option. <br /> <br />3. If the gevernment built the system, it ceuld enly be used fer previding <br />pewer fer the Preject. Centracting with the utility cempanies means <br />that the transmissien system will be the preperty ef these cempanies <br />and that servrce can be previded to. private individuals. The appreximate1y <br />150 miles of new transmission lines can provide electrical service <br />to a large area which is now without easy access to existing utility <br />lines. A number ef individuals sheu1d benefit frem this directly. <br /> <br />The Preject pewer delivery system will be built by and remain the preperty <br />of the utility companies. However, the federal government does retain <br />seme centrel ef the ferm the system will take. This centre I is mest1y <br />related to environmental concerns. For instance, the system will have <br />a mix of above and below ground power lines. This is to reduce visual <br />impact. The abeve greund parts ef the system will be designed to. reduce <br />the pessibility ef wildfewl injuries. <br /> <br />The Bureau will centract with the utility cempanies and will pay fer the <br />cest ef the pewer distributien system. This will be dene in abeut the <br />same way that a private individual in a remete area weu1d get electrical <br />service. The funds which were eriginally allecated fer the gevernment's <br />ewn system will cever the cests ef centracting with the utility cempanies. <br />The geverment will pay fer the preject system directly. The cests ef the <br />preject system will net be "tacked en" to. the utility bills ef the general <br />public, <br /> <br />2 <br />
