The parties further agree that the water depletion schedules for power <br />repayment study purposes shall be consistent with construction schedules <br />for participating projects. <br /> <br />3. The parties also agree that the application of revenues in the CRSP <br />power repayment study, to the extent allowed by law, will recognize that <br />all CRSP storage unit investments must be repaid within fifty years but <br />need not be repaid prior to the repayment of any participating project <br />costs, Participating project costs will be repaid in a manner that minimi- <br />zes their effect upon CRSP revenue requirements which will require a <br />deviation from the policy of paying the highest interest-bearing invest- <br />ments first to the extent possible while repaying all investments within <br />their repayment periods. <br /> <br />The principles agreed upon above will be proposed for implementation in <br />accordance with the notice and comment provisions of the Administrative <br />Procedure Act and the Department of Energy Organization Act, to the extent <br />applicable. Such implementation will be proposed as part of the next CRSP <br />rate adjustment by Western, <br /> <br />Western will hold an informal meeting for the discussion of anticipated <br />rate revisions with the power customers prior to the preparation of a <br />Federal Register notice announcing new CRSP power rate adjustments and the <br />Bureau will participate in such meetings. <br /> <br />Upon execution, this agreement will become effective and will be imple- <br />mented as soon as is reasonably practicable. <br /> <br />Dated this 26th day of August, 1983. <br /> <br /> <br />-- 'j{) ~r <br />'~~\\:;\e~~~'~m <br /> <br />Western Area Power Administration <br />
