Nevertheless, the Council continues to be
concerned that inadequate funding levels have resulted in delays in the implementation of
planned salinity control activities. It is imperative that the federal agencies vigorously pursue
The appropriation of adequate funding to carry out in a timely manner the necessary salinity
control activities set forth in the 1993 Review.

The Council has for a number of years expressed concern over issues relating to wetlands
and procedures for evaluating and monitoring the progress of the voluntary replacement of fish
and wildlife values foregone under the USDA program. The Council recognizes some progress
has been made but again notes there continues to be delay and controversy stemming from a lack
of agreement on various wetland issues, In the past this controversy dealt mainly with the value
of lost habitat and the amount and type of replacement to be provided; there is now a new factor
involved: timing of the replacement verses the time when the loss occurs. To resolve the timing

.

COWRADO RIVER BASIN SAUNlTY CONTROL ADVISORY COUNCIL

3
