The actions to achieve those <br />objectives may fall within the purview of a recovery <br />implementation team. It is the goal of this program to implement <br />the recovery actions delineated in the existing recovery plan <br />formulated for Colorado squawfish and, when final and approved, <br />the actions set forth in the recovery plan to be formulated for <br />the razorback sucker. Considerable research and planning will be <br />required to maximize the effectiveness of this Implementation <br />Program's actions for the Colorado squawfish and razorback <br />sucker. However, the Participants in this Implementation Program <br />recognize that quick action will be required, and delay must be <br />minimized in order to protect the remaining fish, improve their <br />status as quickly as possible, and allow water development to <br />proceed efficiently in compliance with all applicable laws. <br /> <br />General recovery objectives for Colorado squawfish have been <br />identified in the amended Colorado Squawfish Recovery plan <br />approved by the Service August 6, 1991. These objectives are: <br /> <br />1) Establish and protect self-sustaining populations in <br />their natural habitat throughout the current range of the <br />Colorado squawfish. <br /> <br />2) Legally protect habitat and remove the threat of <br />significant fragmentation. <br /> <br />Recovery objectives for the razorback sucker have not been <br />identified for the recently listed species but may include the <br />following: <br /> <br />1) Capture specimens and provide refugia for <br />representatives of presumable genetically distinct <br />populations. <br /> <br />2) Maintain and enhance wild populations in their natural <br />habitats. <br /> <br />3) Augment, if necessary, extant populations. <br /> <br />Specific species recovery goals will be developed for the San <br />Juan River basin using information developed as part of this <br />Implementation Program. Such goals will be formulated by the <br />respective recovery teams established for the endangered fish <br />species and will be submitted to the Service for review and <br />approval. Specific goals established will reflect the need to <br />protect these fishes in the San Juan River, and will recognize <br />the value, contribution, and role of these populations in <br />recovery of the species throughout their ranges. <br />
