<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br /> <br />OG1318 <br /> <br />9 <br /> <br />the San Juan River and its tributaries with emphasis on observing <br />a biological response in the endangered fish population and <br />habitat conditions. As stated in this Biological Opinion, this <br />research "will be conducted by knowledgeable endangered species <br />and habitat experts and will allow for testing of hypotheses. <br />The ultimate goal of this research is to characterize those <br />factors which limit native fish populations in the San Juan River <br />and to provide management options to conserve and restore the <br />endangered fish community. Approval for study design shall <br />jointly rest with the Service and Reclamation." This Biological <br />Opinion also anticipates (and provides) for potential sharing by <br />all Participants of the responsibility for funding of the <br />research and all other recovery activities for the endangered <br />fish species of the San Juan River following establishment of <br />this Implementation Program. <br /> <br />As a result of the section 7 consultation for the Navajo Indian <br />Irrigation Project, Blocks 1 through 8, the Bureau of Indian <br />Affairs has agreed to assist with funding and participate in the <br />research effort initiated by the Bureau of Reclamation. <br /> <br />The research effort, initiated in 1991, is incorporated into the <br />research requirements of this Implementation Program and forms <br />the core of this Implementation Program's investigations. <br />However, this Implementation Program will not be limited either <br />to the scope of the initial research effort or to the research <br />period. <br />
