INTRODUCTION <br /> <br />The purpose of this addendum is to update the "Analysis of the Management <br />Situation" (AMS) that was documented in Planning Action 4 (PM) for the <br />development of the Grand Mesa, Uncompahgre and Gunnison (GMUG) National <br />Forest's Land and Resource Management Plan. PA 4 is incorporated by <br />reference. It is available for review at Forest Headquarters, Delta, Colorado. <br /> <br />The purposes of theAMS,are: <br /> <br />-To assess the Forest's ability to supply goods and services in response to <br />society's demands. <br /> <br />-Examine the capability of the Forest to supply a variety of resources both <br />with and without legal and other policy requirements. <br /> <br />-Provide a basis for estimating the relationships among various Forest <br />resources. In this way, an explanation is provided describing why resource <br />amounts vary as emphasis is placed on producing more or less of a specific <br />resource. <br /> <br />j <br /> <br />-Compare AMS results with expectations of the public and those of the <br />Forest Service. Differences are then identified as a need to change <br />management direction (36 CFR 219.12(e)(5)) and opportunities to resolve <br />issues and concerns are addressed in alternatives. <br /> <br />-Serve as the basis for formulating new alternatives or rebuilding the <br />original alternatives that address issues, concerns, and opportunities that <br />were identified in the Addendum to Planning Action 1 - Purpose and Need. <br />These new or rebuilt alternatives will then be analyzed in detail with the <br />analysis documented in draft and final supplemental environmental impact <br />statements (EIS) written to amend the current Forest Plan. <br /> <br />I <br /> <br />I <br /> <br />Benchmarks were examined which identify maximum resource levels, minimum levels <br />of management and maximum present net values to establish the range within <br />which alternatives can be formulated. <br /> <br />This addendum is developed under the requirements stated in the 1975 National <br />Forest Management Act (NFMA) , and in the 1982 regulations of the Secretary of <br />Agriculture, specifically 36 CFR 219.12 (e). Subpart (e) deals with the <br />analysis of the management situation. This addendum is a requirement of the <br />action plan approved by Regional Forester Gary E. Cargill on November 10, 1986. <br /> <br />Specifically, this addendum addresses the following sections of the Action <br />Plan: <br /> <br />-Timber Resource Land Suitability (Section 11.1) <br />-Benchmark Analysis (Section II.J) <br /> <br />5 <br />
