Demand for beef nationwide is decreasing (Wall Street Journal 8/7/86 - <br />"Slimmer Steers: Meat Industry Gears Up To Give Beef A Leaner, Healthier' <br />Image"). Per-capita consumption is down to 79.1 pounds pel' year compared to <br />94.4 pounds a decade ago. Cattle herds are expected to shrink to 95 million <br />head by 1988, down 10 percent from the 105.5 million head of January 1986 (Wall <br />Street Journal 6/6/86 - "Cattlemen, Still Tightening Theil' Belts To Cut Herds <br />10% by 1988, Analysts Say"). Local cattle ranchers are being hard hit by the <br />slump in the cattle market. This is expected to result in a considerably lower <br />demand for National Forest grazing. <br /> <br />Due to the uncertainty of the future local grazing industry and the relatively <br />flat use trends of the past, a three year average (since the Forest Plan was in <br />effect) was used to represent current and future use. This time period best <br />represents the current uncertain livestock market.
