For projects <br />lacking detailed engineering studies, an initial <br />rough range of estimated water delivery costs will <br />be formulated without detailed engineering calcu- <br />lations. A comparison of these water cost estimates <br />and the intertemporal water values generated by the <br />state impact research groups can provide a guide for <br />future action on specific water importation projects. <br /> <br />This study would include a determination of legal <br />constraints under state law and applicable river <br />compacts for local surface water development and <br />distribution networks as well as interstate diversions. <br /> <br />. <br /> <br />2. National and regional impact assessment <br />The national regional impact assessment will prepare <br />two reports. The first report will assess the <br />national price implications of the aggregate <br />agricultural prdduction projections of the baseline <br />and alternative scenarios developed by the six <br />state farm-level research groups. The second report <br />considers the national crop and livestock price <br />implications of the alternative scenarios. and, <br />if it appears desirable, the interregional implications <br />of these alternative scenarios to be analyzed by the <br />state farm-level research groups. <br />
