Energy production impacts <br />Development of the region's energy resources also <br />affects the economy of the High Plains. <br /> <br />Each state group will project a time profile for: <br />(a) energy ,production within the High Plains area; <br />Cb) royalty payments to landowners within their <br />High Plains area; <br />Cc) employment within the area directly tied <br />to the energy production; <br />Cd) other locally-induced incomes due to energy <br />production; <br />(e) water used for energy production; <br />ef) water used for secondary and tertiary <br />recovery techniques for oil. <br /> <br />( <br /> <br />3. State impacts <br />Economic adjustments to declining supplies of water and <br />indigenous energy resources in the High Plains extend <br />well beyond both the geographical borders of the <br />region and the agricultural and energy sectors of <br />the High Plains economy. Formulation of a compre- <br />hensive development strategy for the region must take <br />into account these broader impacts of the changing <br />use and availability of these resources for both the <br />water surplus and the water deficient areas, including <br />associated social ~nd environmental impacts. <br />
