<br />002503 <br /> <br />CONTRACTOR: Amos Eddy, Inc., Norman, Oklahoma <br />CONTRACT NO. 14-05-0-7533 <br />PRINCIPAL INVESTIGATORS: Amos Eddy and Patrick Brady <br />PERIOO: January 1,1975, to August 31, 1975 <br />FUNOING: FY75 - $13,475 <br /> <br />The goal of this contract was to develop and apply objective analysis <br />and optimal sampling analysis techniques to the design of HIPLEX. To <br />achieve this goal, the contractor assisted Reclamation in the devel- <br />opment of new analysis and sampling programs and conversion of <br />existing programs for application to HIPLEX. Rainfall data collected <br />by Illinois State Water Survey were used. <br /> <br />Concepts were developed about optimal rainfall accumulation estimates <br />and station density by incorporating input provided by the user. <br />Optimal interpolation objective analysis routines were implemented. <br />These use either modeled signal and noise covariance functions or <br />data-derived covariance functions at the option of the user. Sensor <br />placement routines were provided and tested using simply configured <br />shower rainfall patterns, the descriptions of which are input by the <br />user in meteorologically familiar terms. A proposed sampling and <br />analysis model was offered. This would effect an optimal combined <br />use of radar reflectivities and surface rain gage measurements. <br /> <br />The software developed and techniques employed are useful in planning <br />HIPLEX field operations and analysis procedures. Software is opera- <br />tional on the CYBER computer at the Bureau of Reclamation Engineering <br />and Research Center and provides optimal rainfall estimates, sensor <br />placement, and analysis of variance and covariance structure of radar <br />echoes and rainfall. <br /> <br />CONTRACTOR: State of Kansas, Water Resources Board, Topeka, Kansas <br />CONTRACT NO. 14-05-0-7542 (Cooperative Agreement) <br />PRINCIPAL INVESTIGATOR: Not applicable <br />PERIOO: February 1, 1975 - Continuing <br />FUNOING: FY75 - $25,000 <br />FY75 - $30,000 <br />T.Q. - $10,000 <br />FY77 - $35,000 <br />FY78 - $30,000 <br /> <br />This cooperative agreement is complementary to Contract <br />No. 14-05-0-7544. The State of Kansas and the Bureau of Reclamation <br />are jointly funding and supporting studies on the effects of cloud <br />seeding on agriculture in connection with HIPLEX. Field research in <br />the Goodland-Colby area will reduce uncertainties about providing <br />additional beneficial water supplies through precipitation <br />management. <br /> <br />111-15 <br />
