ODiHJl

June 1lJ/0

PROJECT: Unc~~pnhsre. Improvement and Extension

STATUS:

Reconnaissance study to gcgin in FY 1971
- ---.~- - - -

LOCATION: Montrose, Delta. and Mesa Counties

SPONSORING AGENCY: yncompahgre Valley Water Users Association

IMPROV~IENT AND EXTENS ION INVESTICATIO:~S:

The Uncompahgre Water Users Association has asked the Bureau of Rcclamation
to assist in finding a solution to their problems. Several suggestions have
been proposed, but each needs to be investigated before it can be incorporated
1n a project plan and recommended for authorization. The basic investigations
~ould be to improve project facilities, reduce the high operation, maintenance,
o;:nd replacement costs, extend the irrigation service area and plan for multi-
purpose use of project facilities to include recreation~ fish and wildlife,
stream pollution and flood control, power generation~ and municipal and indus-
trial vater uses, and reallocate project costs and the repayment obligation
according to use.

Extension of irrigation service area vould include studies to reclassify lands
the association considers irrisable novo These lands and present project lands
could be provided a full irrigation supply by canal and lateral lining~ alter-
ing some distribution systems, and by building small reservoirs in the project
area. or by providing storage in the Dallas Creek Project. The lining and
improved irrigation methods would also reduce the salinity and stre&~ pollution.
. I
Potential small reservoirs in the project area would prOVide additional recre-
ation, fishing. and wildlife opportunities. Flood control benefits could also
be obtained by these small reservoirs.

Hydroelectric power generation could be provided at the potential Dominguez
Reservoir. This reservoir, located on the Cunnison River immediately below
the project area, could provide additional water for the project through
exchange and could also prOVide municipal and industrial vater for the Grand
Junction area, and recreation opportunities for Western Colorado. Water
quality control and streamflow regulation would also benefit from the reservoir.
!

.
In s~ry, the proposed feasibility studies viII evaluate in depth such
aspects of the project as (1) needed stru~~ure imp~ovemcnt and replacements
and additions to existing structures such as lining the water conveyance
structures, etc., (2) needs for/additional project vater supplies and facil-
ities to provide for the timely distribution of the existing and new supply,
(3) additional project facilities such as Dominguez Reservoir and Powcrplant
needed to maximize multiple purposes in project development, improve down-
str~ water usable quantities and quality, and provide economic and repayment
assistance to the project, and (4) possible reallocation of project costs to
multi-project purposes~ reevaluate project repayment capabilities, and determ-
ine financial assistance needed from sources such as Colorado River Storage
Project power revenues. If it is found that such outside financial assistance
is needed, special Congressional Authorization viII be required to change the
project and the improvement progr~ to the status of a CRSP Participating
P::"oject. .

..- '".

-- J

'n...

-.

~

-

-

.

.~

'.... ~

-

"..

\I~-
