<br />" . <br /> <br />000718 <br /> <br />. <br /> <br />. <br /> <br />which means a loss of life in the range of 150 to 400 and major property <br />loss. <br /> <br />The Corps of Engineers has been asked to make the necessary <br />improvements that would make Kelly Road Dam safe. Authorization of the <br />project and appropriation of the necessary funds will have to be <br />approved by Congress. The situation was formally brought before the <br />subcommittee on February 16, 1978, when the Corps was asked to answer <br />questions regarding the situation. <br /> <br />I would like to add my endorsement to any previous or future <br />testimony regarding the need and urgency for the required improvements <br />to the Kelly Road Dam. <br /> <br />Mr. Chairman, in addition to discussing those items of direct <br />interest to Colorado, I would like to endorse a proposal of interest <br />to all the seven states of the Colorado River Basin. It is my under- <br />standing that the Colorado River Basin Salinity Control Forum has <br />previously submitted a statement recommending additional funds to <br />carry out the purposes of the Colorado River Basin Salinity Control <br />Act of 1974. I strongly endorse that statement. While salinity creates <br />no particular problems in the State of Colorado, it does create prob- <br />lems to our downstream neighbors and to the Republic of Mexico. The <br />Colorado River Salinity Control Forum consists of representatives <br />appointed by the governors of the seven states. To the best of my <br />knowledge, its activities and the request which it has made is supported <br />by all seven governors. <br /> <br />Gentlemen, I recognize that I have taken much of your valuable <br />time. As a former member of our Colorado General Assembly, I have <br />some appreciation of the difficult tasks imposed upon you. I am here <br />today because I have confidence in our legislative system. I have <br />presented to you matters which are of major importance to the people <br />of my state. We can only hope that you will also agree that these <br />matters are important and need favorable resolution. Thank you. <br /> <br />-6~ <br />
