Their positions in the over-all plan seem well established. <br />In regard to the Echo Park ~~it, Colorado emphasizes the need for <br />i!lll:'ediate authori~ati:>n and constructbn. The "ise decision of the Secre- <br />tary of the Interior a: proving this unit evel: Lhou:;h it is located '.,!ithin <br />the Dinosaur IJational Lonument is to be commended. The rluestion of access <br />roads to the :<;cho Park reservoir, and als:> to the Split hountain unit, is <br />a matter of great importance to Colorado. These roads should be of such <br /> <br />a nature that they are useful not :>nly during construction but also <br /> <br />thereafter for recreational development in this remote region of unusual <br /> <br />attractions which will be made available to the public for the first time <br />by the construction of the proposed reservoirs. Colorado firmly believes <br />that access roads from Colorado points ",'fill satisfJ' all requirements, and <br /> <br />requests that before any final decisions are made as to road locations <br /> <br />full opportunity be afforded Colorac1o to be heard on this subject. <br />The proposed Glen Canyon unit is reco:;nized as an imrortant and <br />essential feature 0': the :-roject. Colorado does not object to its in- <br />clusion as a unit for initj,al Ciuthorization and co"struction. Its <br /> <br />capabilities for hold-over storage, po':'er Gene."'- ~ion, and silt retention <br /> <br />are outstanding. Its location at the ExtreGe lOFer end of the Upper <br />Basin may possibly raise questions of inter-basin relations upon which <br />Colorarlo may oosire to be heard in conlle,~tion with the authorizing legis- <br />lation. <br />
