Without specific tailoring of the scientific
and engineering results, the effective user community is limited to other
engineers and geologists. At the other extreme, if the users do not beccome
proficient in interpreting and applying technical information, the information
is likely to be misused or not used in the decisionmaking process.

Few cities and counties have staff members who have had training in earth
sciences or engineering. The most effective use of landslide information by
these staffs is achieved when maps are provided that contain location,
severity, and recurrence of the hazards. State and multicounty agencies often
have professional planners or engineers on their staffs and some employed
geologists. These skills permit a broader use of the technical materials, and
these agencies are able to make their own interpretations from the information
for their own purposes. Identifying information users and their needs can be
accomp I i shed by:.

o Identifying and targeting those users from List I that have the greatest
need and that would use the landslide-hazard information most effectively.

o Consulting with those users about their needs and priorities and
identifying the information most needed.

o Monitoring and analyzing the enactment of State and Federal laws or
regulations and the landslide issues that affect users so as to respond to
their needs.

- 23 -
