The <br />process of lessening the impact of these costly events can save many lives and <br />enormous amounts of money. <br /> <br />Purpose <br /> <br />The purpose of the mitigation plan is to reduce statewide actual and potential <br />losses from landslides by: <br /> <br />identifying major areas of vulnerability, <br />identifying potential impacts and losses, <br />identifying local governmental techniques, plans and programs that can <br />assist in loss reduction, <br />identifyjng unmet local needs essential to the loss reduction process, <br />identifying and developing state agency capabilities and initiatives <br />that can deal with unmet local needs, <br />- developing cost beneficial State mitigation projects that may <br />reasonably be expected to reduce landslide losses, <br />- establishing means to provide a long-term, continuous governmental <br />process to reduce losses, <br />- periodic evaluation and adjustment of the plan. <br /> <br />Scope <br /> <br />Appropriate land-use management, effective building and grading codes, the use <br />of well-designed engineering techniques for landslide control and <br />stabilization, the timely issuance of emergency warnings, and the availability <br />of such measures as landslide insurance can significantly reduce the <br />catastrophic effects of landslides. All of these approaches require, as a <br />starting point, the identification of areas where landslides are either <br />statistically likely or immediately imminent, and the representation of these <br />hazardous locations on maps. <br /> <br />In Colorado, as in the rest of the United States, reduction of landslide <br />losses is viewed primarily as a local responsibility. State and federal <br />governments playa key role in research, mapping, and in landslide management <br />on state and federally owned lands, but the reduction of landslide losses <br />through land-use management and the application of building and grading codes <br /> <br />- 4 - <br />
