<br />0017~4 <br /> <br />Comparison of alternative plans is accomplished by analysis and <br />measurement of the advantages and disadvantages of each plan against <br /> <br />a system of four accounts. These accounts or general categories of <br /> <br />effects are national economic development (NED), environmental quality (EQ), <br />regional development (RD), and social well being(SWB). These four <br />accounts are then compared to each other to see how the various plans <br />can be improved for the purpose for which the plan is intended. The <br />effects of various economic and environmental plans are compared to <br /> <br />each other and another plan (recommended plan) is usually prepared to <br /> <br />optimize total environmental and economic contributions resultant from <br /> <br />a proposal. <br /> <br />Because of the multitude of variables which must be analyzed in order to <br /> <br />allow measurement of alternative plans against the four account system and <br /> <br />because MOP data. should be utilized in the preparation of the report and <br />environmental impact statement, consideration of MOP data needs and the <br /> <br />generation of this data ~ begin with the inception of a study. <br /> <br />If done well, the MOP procedure will lead. to a proposal which is preferred <br />because it offers significant economic contributions while preserving <br /> <br />the environmental qualities of a river area. <br /> <br />Application <br />Application of this analytical procedure begins with recognition that <br /> <br />. planning for the use and development of the nation's resources is <br /> <br />undertaken to serve two major objectives, national economic development (NED), <br /> <br />and enhancement of environmental quality (EQ). In some cases the objectives <br /> <br />can be served by complementary actions but in other situations there may <br />be conflict of varying degrees. <br /> <br />2 <br />
