Provide for economic penalty applicable to munici- <br />palities and other public water service entities that do not estab- <br />lish water conservation programs. <br /> <br />14. Provide for establishment of the repayment obligation <br />and the water rate for federal irrigation projects on the basis of <br />economic benefits contributed to the project, and not on the basis <br />of repayment capacity. <br /> <br />IS. Establish regional water allocation boards, including <br />federal, state and interstate government representatives,. to coor- <br />dinate water uses ~ow controlled by the respective jurisdictions. <br /> <br />16. <br />an integrated <br /> <br />Establish a federal-state program <br />surface-groundwater system. <br /> <br />for management of <br /> <br />The hundred or so options set forth in the Federal Register <br />are subdivided into four "issue areas". A fifth issue area entitled <br />"Indian water Rights and Federal Reserved Water Rights" was not com- <br />pleted in time for publication and presumably will be issued at a <br />later date. It would be utterly impossible for this board or any <br />other agency to formulate an adequate response to the four published <br />issue areas by next week. However, since the President obviously <br />intends to press forward with this matter, we should formulate re- <br />sponses to the various issues as rapidly as possible. It is my <br />understanding that we still have a representative form of democratic <br />government in this country in the form of our elected representatives <br />and senators in the united states congress. Since most of the major <br />policy actions now being considered by the President will require <br />congressional action, we should at least have sufficient time to <br />advise our congressional members of our response to the many issues <br />raised by the publication in the Federal Register. <br /> <br />To formulate such a response, the staff recommends that <br />a policy review team for the state of ColoradO be constituted for <br />each of the four issue areas set forth in the Federal Register. In <br />addition to the staff of this board, each team should consist of <br />other state agencies as appropriate, Colorado Water Congress repre- <br />sentatives, municipal and industrial representatives, and environ- <br />mental representatives, if any can be found who are not totally <br />biased against the human race. <br /> <br />The President's Water pOlicy Task Force is scheduled to <br />present its recommendations to the President not later than Septem- <br />ber 30, 1977. Because of this hurried schedule, there appears to be <br />no possibility that any meaningful recommendations can be made to <br />the task force prior to the time that it makes its recommendations. <br /> <br />Memorandum <br /> <br />-3- <br /> <br />Z~O~ <br /> <br />July 20, 1977 <br />
