"Virgin flows" are necessarily less than the <br />oriGinal streamflows by wlwtever amcunts of water are consumed by natural <br />processes of evaporation and transpiration, incident to its conveyance dO\\ll- <br />stream to the point where outflows are measured and "virgin flcws" are <br />evaluated. Colorado says that natural losses should be taken into account, <br />and that information concerning the extent of natural losses under so-called <br />"virgin conditions" is necessary, and should be added to the estimated <br />"VirGin outflows," in order to determine or estimate the amounts of the orig- <br />inal streamflows of the Colorado River system. Colorado points out that so- <br />called "depletions" have been estimated and appear in the Report for so- <br />called "present conditions" and for those conditions which may prevail in <br />the future if and when all the potential projects listed in too Report are <br />constructed; that such present and potential "depletions" are segregated by <br />basins and States; and that data concerning the amounts and sources of the <br />original streamflows by basins and States are neoessary to complete the Re- <br />port, and to prevent an incomplete Report from being misleading to the <br />point of being unfair and adverse to the interests of the States of the Up- <br />per ~ivision, and particularly to the State of Colorado. <br /> <br />" <br /> <br />23.
