,

001298

.

.

.~'

Short term and long term pump test throughout the project have shown no reduc-
tion in existing artesian flows. Section 103 of Public Law 92-514 establishes
an operating committee to assure compliance with the unconfined and confined
water table drawdowns and other potential specified adverse effects of the pro-
ject. Because this project has highly flexible operational methods (including
pumping rates), the operational constraints prescribed. by Public Law 92-514 will
be met.

Please refer to tables 1,2,3, and 4 for individual well performance in Stages
1-2, 3, 4, and 5 respectively.

Please refer to table 5 for stage construction comparisons of the estimated
ground water yield of 1979 and 1983.

Some of our concerns in delaying the start of Stage 3 construction are as follows:

1. Future funding may not be assured.

2. Poor Cost Benefit Ratio.

3. Increase in cost due to lengthy construction period.

4. With no mitigation, project could lose support from other Federal and
State agencies.

5. Fiscal year budgets for 1986 will be prepared in January and February
of calendar 1984.

6. Approval for well construction in Stage 3 did not include rights-of-way
for canal and laterals. This rights-of-way must be started by
November, 1983 for the project to maintain it's schedule.

We believe we have complied with all legislation necessary for requesting con-
sent from the Rio Grande Water Conservation District and the State of Colorado
Water Conservation Board for the start of Stage 3 construction.
